Brief History of “Common Effluent Treatment Plants” (CETPs)

In the year 1996 in IA No. 22 filed in Writ Petition no. 4677 of 1985 in the matter “M.C. Mehta Vs UOI & others”, regarding pollution in Delhi, Hon’ble Supreme Court of India vide its order dated 26.07.1996 had approved the Scheme of the Govt. of Delhi to construct the Common Effluent Treatment Plants (CETPs) through DSIIDC in Industrial Estates of Delhi, for the treatment of industrial effluent, generated by the industries and cost incurred on that was to be shared by the Government and Industries on ‘Polluters pays Principle’.

Accordingly, in compliance with the Hon’ble Supreme Court order, 11 CETPs were constructed by the DSIIDC.

Hon’ble Supreme Court directed vide its order dt. 26.04.2005 that CETPs shall be handed over to the respective CETP Society under the provisions of the Delhi Common Effluent Treatment Plant Act, 2000 and Rules, 2001 under the supervision of the Environmental Pollution (Prevention and Control) Authority of the Environmental Pollution (EPCA).

Accordingly, in compliance of the direction of Hon’ble Supreme Court order dated 26.04.2005 following 11 CETPs were handed over to the respective CETPs Societies of the Industrial Area for O&M:

  1. Wazirpur Industrial Area CETP Society

  2. Mangolpuri Industrial Area CETP Society

  3. G T Karnal Road Industrial Area CETP Society

  4. Mayapuri Industrial Area CETP Society

  5. Badli Industrial Area CETP Society

  6. SMA Industrial Area CETP Society

  7. Okhla Industrial Area CETP Society

  8. Jhilmil Industrial Area CETP Society

  9. Nangloi Industrial Area CETP Society

  10. Lawrence Road Industrial Area CETP Society

  11. Naraina Industrial Area CETP Society

The Waste water generated by the industries in industrial area reaches through conveyance system/sewerage system to the Raw Effluent Pumping Station (REPS) and from where it is being transported to the CETP through Rising Main. These REPSs are situated inside and outside of the CETP premises depending upon its requirement. Operation & Maintenance of these REPS is done round the clock.

The treated effluent by the CETPs is used by the MCD, DDA, PWD etc. for sprinkle on roads, watering the plants in parks. Remaining water is being released in the drains & later reached to River Yamuna through Sewage Treatment Plants (STPs) of Delhi Jal Board.

Besides above, 02 CETPs i.e. Narela & Bawana was also constructed by the DSIIDC from the separate head of funds, generated from Narela Scheme and Relocation Scheme respectively and therefore, these 02 CETPs are outside the domain of the above Hon’ble Apex Court Order.

All the existing 13 CETPs are being monitored by DPCC Laboratory on monthly basis and Analysis Reports are placed on the website of DPCC and also conveyed to the CETP Societies/Operator of CETPs for rectification of the deficiencies, if any, to meet the prescribed standards. Sufficient treatment capacity (212.3 MLD) is available with existing 13 CETPs for management of industrial effluent generated from approved industrial areas. Online Monitoring Systems (OLMS) have been installed on all the 13 CETPs for measuring the pH, TSS, BOD & COD at the outlet of the CETPs. These OLMS are connected to the servers of DPCC & CPCB.
